This is cause when a port is configured as a modem port and the dsr/cd
signal is not high from the modem.
here is the text from the HP predictive support manual
| FSERR 68 | Port | Insufficient system resources
| | | * Meaning: Unable to open the modem
port. This error occurs if the modem
signals DSR/CD are not high on a modem
port.
