I believe the FOS SYSLOG account gets installed with bogus file ownerships,
which can be corrected thusly:

:HELLO MANAGER.SYS
:XEQ CHOWN.HPBIN.SYS "-R MGR.SYSLOG:SYSLOG /SYSLOG/PUB"
