I've also tripped over this where a comment (or *) still tries to evaluate the !variable. I guess there are just oddities in MPE that defy logic. One would think that a comment atcually means ignore everthhing after the command on this line. Of course I expected LISTFILE to work like LISTF. We've solved the problem with the comment and the variable by replacing the ! with | (vertical bar) whenever we comment a line with the ! in it. You could always delete the line but I prefer commenting for maintainability.
