Not commenting on the DevTech tool specifically. My experience of tools
people use/write to migrate to an RDBMS from a non-relational file source
tends to result in an app which treats the RDBMS as if it were still
using the old file system. While this may be okay for specific low volume
usage/data/non-critical modules it can result in a less than optimal
system. The performance gains by re-engineering code to use cursors,
procedures, concurrency features etc properly can result in dramatic
performance increases.
