APCLXD1 installs Apache 1.3.9.  Once APCLXD1 goes GR, we will remove Apache
1.3.9 beta distribution from jazz (because it's packaged differently from the
patch), and also the 1.3.4 distribution because 1.3.9 obsoletes it.
