not exactly what you ask for, but maybe close enough:
you can try to interpret the COMMAND.PUB.SYS file, wich contains all
users and their udc-files. otherwise Jeff Vance put up a script on jazz
(http://jazz.external.hp.com/src/scripts/chkudc.txt) that lists users
and their udc-files, you'd probably be able to modify it and/or massage
its output to get what you want.
