This is a known problem.

It seems that, begining with 5.5, any store tapes created with the
;transport option (or created on a classic system) will experience this
problem upon restoring.

The workaround is to give the restoring user PH capability.

After reporting this problem back in July, I was not given any indication
when a patch would be available.
