Seams the problem was I was using a 90 meter tape. The install process let
you create the CSLT on a 90 but would not reboot. The 90 past a checkslt so
for a while I looked else where. Problem solved using a 120 meter.

I saw a few cases of this when booting from a CSLT on my 987-200 (created on
a DD3). I cleaned & re-cleaned the DDS3 drive with a cleaning tape,
performed store/restore to verify no errors and then recreated and booted
from a CSLT written to a new 120 Meter tape.
