Don't that this kind of thing as an indication of a tight job market. This is
an old trick that is very commonly used in government and academic jobs. They
have to go through the pretense of advertising a rigorous and fair job search
but they have no intention of hiring anyone off of the street. They have the
person they want for the job already in line, quite often someone internal to
organization who they wish to elevate to a higher position. To do this, they
make the job description so specific that no other human on the planet could
fulfill the requirements.
