I am assuming that you have added the new nameserver to your list of
nameservers to query.  Since this is a redundant nameserver, can you just
query the primary nameserver?  What happens when you have just the entry
for the primary nameserver?  It has been awhile since I setup a Windows
nameserver, but as I recall, there is a difference between running a DNS
nameserver and a WINS nameserver.  You may want to find out what he is
running.
