How many such people are there?  Assuming the answer is "one", wouldn't an
acceptable alternative be for that person to simply approach HP and ask for
the information needed to add DBQUIESCE functionality to their tool?

This ought to be a lot cheaper for HP than the documentation and testing
work that might be required to produce a general facility that only one or
two people would ever use.
