To get Sql*net, Sql*Loader and Sql*plus, you need the database, but...

I am not going to quote the price a customer was given, but, now the pricing
of Oracle is on a per user basis.  A single user license for the database would
give you all the functionality you need.

At the price that was quoted to me by a customer, I could buy a 20 user
license with a months pay, after tax.  Work that backwards if you want to
guess.
