..as in a :HEADOFF or a :HEADON?  In other words, is there some way to
determine
if a HEADOFF or HEADON has been issued already against a given printer
(serial or network)?

I did come across this useful tip, the 5.5 Communicator says that the
NPCONFIG options (banner_header and Banner_trailer) are overridden by
:HEADOFF and :HEADON.
