I have been reading quite a few of these messages and it is great to hear
people
discussing this topic (again). I just thought that I would put my $.02 in.

I would like to see variables set at SYSTEM level, ACCOUNT level, USER level
(current), and PROCESS level. Here is a description of each level.

System.

These variables would be readable by EVERY user on the system although only
those users with SM (or possibly SV [system variable]) capability could add,
modify or delete them.

Account.

These variables would be readable by EVERY user of a particular account,
though only those users with AM (or possibly AV [account variable]) capability
could add, modify or delete them.

User

This is just my name for variables that are available today.

Process

These variables are accessable only to the current process.

If anyone wants, I can go into this in more detail, although I think I am
just
reiterating what everyone else has been saying.
