My Apache CGI programs that are being run by the web server under the MPE user
SERVER.APACHE need to access TurboIMAGE databases that are in other non-APACHE
accounts with restrictive security at the account and group level.

I didn't want to run Apache under a userid in the database account, nor did I
want to lower account/group security via ALTACCT/ALTGROUP ACCESS=.  So I logged
on as the database creator and did ALTSEC NEWACD=(R,W,L,A:SERVER.APACHE) for
all of the associated database files (the ACD also included pairs to support
the current account/group security).  Now Apache is happy and the non-web
applications are happy.

But when I do a capacity change with Adager, the ACDs are removed.  Is this
an Adager bug, feature, or omission?  My preference would be to see Adager
preserve ACD information.
