But using Democratic with certain pronouns just doesn't sound right.

e.g., "He is a Democratic" vs. "He is a Democrat"

Although one can drop the indefinite pronoun in the above
case and say "He is Democratic", that may imply certain
properties to the person in speech that may not be true.
The listener may understand "democratic" instead of
"Democratic".  The person referred to may not be 
"democratic" at all but may "fascist", "monarchist" 
or "communist" in outlook, even though he may be a 
member of the "Democratic Party".  

I'm not certain how long the "certain number of years"
has been but I think I heard it used in a 1950s vintage
movie.

I also think that the shorter term is acceptable by
inference of other Greek suffixed words that end in
'cracy' and 'crat' e.g.,

A Bureaucrat who is a member of a Bureaucratic organization
or a Bureacracy.

An Autocrat who is a member of an Autocratic organization
or an Autocracy.
