George Washington might have said that, but he is not the originator. There
is an old Latin phrase that goes: "Sic vis pacem parabellum."
Indeed, in a twist of irony, the 9mm round is also known as the 9mm
Parabellum.

I seldom if ever speak for Yosef, but I understand the idea of "willing"
peace, or achieving Peace or many other things as an act of the will.
Certainly, we have seen "will" so used rhetorically, although I am reluctant
to invoke the infamous one that comes immediately to mind.
Yosef and I seem to disagree on how this is achieved, by will, be it human
or divine. But I am reminded of two quotes, one by George Washington,
another by JFK:
If you want peace, prepare for war
and
It is an unfortunate fact that we can secure peace only by preparing for
war.
Sometimes, it is enough to be prepared, so that sufficient preparation
ensures that the other guy decides not to fight a losing battle. I think we
have seen what little gains we have seen precisely because of the
saber-rattling we have heard, and to suggest that those having sabers rattle
them more quietly so as not to disturb anyone misses the point.
This opinion and $5 will get you an over-priced cup of coffee at most any
major intersection in Seattle.
