When we wanted to make an existing VPLS formsfile larger we did the
following:

:BUILD TEMPFORM;REC=-256,,F,ASCII;CODE=VFORM;DISC=!NUMRECS
:FCOPY FROM=!FORMFILE;TO=TEMPFORM
:PURGE !FORMFILE
:RENAME TEMPFORM,!FORMFILE
