Kent: this list is pretty good, but remember, "it is still part of the
internet" -- not everything is under "Raven's" control...

A review of the timestamps on your original message shows the following:

[from your original headers -- note: "received" headers are normally in "most
recent first" order, I've manually cut/pasted them in reverse order to show
what went on and when]

     Date: Thu, 3 Apr 2003 16:28:55 -0700

This would be the time you wrote it -- not exactly 2:00, but certainly not
10:00 pm either

Received: from PHIdom-Message_Server by primaryhealth.com with
          Novell_GroupWise; Thu, 03 Apr 2003 16:29:13 -0700

This is the first computer to receive your message. roughly 20 seconds later,
not bad.

     Received: from primaryhealth.com ([198.47.100.2]) by
phi_navgw.primaryhealth.com (NAVGW 2.5.2.9) with SMTP id
          M2003040316241422979 for <[log in to unmask]>; Thu, 03 Apr 2003
          16:24:14 -0700

This computer appears to be running on anti-thiotimoline -- it received the
message four minutes before you wrote it... [actually, most likely the
clocks aren't in synch -- there is a reason xntpd is popular...]

     Received: from phi_navgw.primaryhealth.com (204.229.127.140) by
raven.utc.edu (LSMTP for Windows NT v1.1b) with SMTP id
          <[log in to unmask]>;
          Thu, 3 Apr 2003 18:25:54 -0500

This is when the list server itself received the message from you -- note that
the appearent two-hour delay is really due to being in a different time zone:
the offset is only 5 hours, not 7, from GMT/UTC

     Received: from RAVEN.UTC.EDU by RAVEN.UTC.EDU (LISTSERV-TCP/IP...)
with spool id 1264550 for [log in to unmask]; Thu, 3 Apr 2003
          18:25:55 -0500

This is the actual "list processing software" that read your message,
determined you are a subscriber, and reflected it back to all members (who
accept the "OT" tag)

Received: from raven (150.182.136.7) by raven.utc.edu (LSMTP for Windows
NT v1.1b) with SMTP id <[log in to unmask]>; Thu, 3 Apr 2003
        18:25:55 -0500

And this is the "outbound" side from Raven -- as you can see, total elapsed
time spent "on the list server" was one second

     Received: from raven.utc.edu (raven.utc.edu [150.182.136.7])
        by pop2-ext.prodigy.net (8.12.3 patch/8.12.3) with ESMTP id h33NQ10d110524
        for <[log in to unmask]>; Thu, 3 Apr 2003 18:26:06 -0500

This is when MY ISP received the message, and we're still seeing pretty good
time here...

Received: from pop2-ext.prodigy.net by mailapps4 with SMTP; Thu, 3 Apr
         2003 18:26:07 -0500
        X-Originating-IP: [150.182.136.7]

and this appears to be internal ISP relaying to the POP processor that my
client will use to pick up the message.

Basically, everything up to the last two "hops" should look the same on your
copy of the message -- after that, if would be the responsibility of
primaryhealth's ISP, then primaryhealth itself [and ultimately the time at
which you've set your e-mail client to "pick up messages"] Generally, on the
receiving side of things [especially in corporate type e-mail systems] you
have delays arising from spam-filtering and anti-virus checking

That was simply for your message itself to "get back to you" -- what does a
review of the headers on your message show? As to a "response" in terms of
"a useful answer", well, this is an HP-3000 oriented list -- if it doesn't
have to do with the war, nobody seems to know anything :) [ok, that was a
stab at the posts I'm skipping myself, but really it may mean few people here
actually know of an answer suitable for the question, and for once they are
being quite about it rather than point you to how great Image is and that it
does support SQL to a degree...]
