Yes, I believe so.  An internal 9600 baud (14.4?) modem with an external
module containing the telephone line interface components for the
destination country.  This arrangement allows them to avoid certifying
the *entire system* in every country, as I believe they can just certify
the external module.  This is a major big deal if you are in the business
of making modems, as virtually every country has different (and complex)
requirements for certifying devices that are going to plug into their
telephone system.
