CSY, like many businesses, has a budget.  Our budget covers marketing,
R&D, finance, and misc. expenses.  Payroll is our highest expense,
AFAIK.  The size of our budget is directly related to our current
and forecasted profit stream.  This doesn't seem so surprising
to me...
