When an OS relinker patch is applied to the NL we also create a new START image.
The code in START is a subset of the code in the NL hence they must agree.

I have caused this problem when I have staged an altered copy of the NL without
staging the corresponding copy of START.MPEXL.SYS.

If this followed a patch installation this might explain it.
