Alan,
If you are using VTLS, I assume you are associated with either
an educational institution or a public library.  If so, you can
download Netscape Navigator free of charge from the Netscape
site.  There is a little blurb somewhere in their copyright and
licensing document giving the permission.  I think the only
hitch is that they don't provide tech support for these
unlicensed copies.

If you are interested in developing a Telnet URL to the VTLS
system and need a PC based Telnet client, there are a couple of
options:  if you are running WRQ Reflections 1,2, or 4, there
is an RCL available specifically designed for Windows based
browsers.  We use it quite successfully.  One of our staff
acquired it from WRQ (Web site, email, etc. - I don't know).
It contains inline documentation that makes it simple to
configure in the browser.
There are also a few freeware clients available for download on
the Web.  You can find these easy enough with a Yahoo search.

If you would like to experience telneting to a VTLS system,
http to library.usask.ca/hytelnet/.  Select the option to
display by vendor name.  You'll find 58 VTLS sites that may be
accessed by Telnet.  You may find the "hytelnet" site of
interest as well.  Although I haven't done it myself, you
should be able to display the hytelnet HTML source documents to
get an idea of how to set up the URLs.

BTW - Hytelnet is available for downloading and implementation
at your own site.  This could be extremely beneficial for EDU
sites that provide Internet access to researchers.
