i agree with gilles....however i don't know if you have the ability to make such a change.
this seems like a question best asked of your 911 software vendor, but i'm guessing you're asking here because they're unable to help.
perhaps if you could tell us a bit more about 'the application' that would help us understand your question better. is 'the application' a job/server? - d

I think the only way you could do that would be to actually modify
the application program to periodically (say, for example, every 10
pages or every 100 pages) close then re-open the print file.
