Try:
   RUN NENGDSPC.DETAIL.ENG; NOCB

and see if that gets around the problem.

Assuming no special cases, what you're probably running into is that
the amount of CM stack space available to a user process has shrunk
slightly from MPE V to MPE XL to MPE/iX (continuing a trend that
probably started on MPE II)...and your program was probably realllllll
close to overflowing on your 70 and the loss of a few more words of
available stack space was enough to push it over the edge.
