Well, I know that some of the stuff I've contributed has been made
available through cvs - and since the path to these files includes
/cvsweb/, I'm guessing that these files may also be in cvs format.

There are a number of cvs clients available - UNIX command line or
Windows GUI-type.  If you pick up one, it probably will have some sort
of documentation.  Essentially, you'll need to have your client point to
the server at interex (using pserver protocol, to server osiris), and
then use the cvs checkout (co) command to get the files.

CVS is generally used when something is being distributed in source,
rather than binary, form.  So you might end up having to build whatever
it is that you check out - but all the build files, scripts, and
whatever else you need to build the package should be included.
