First, let me say that I would like to see each Workload Manager group
obtain JLIMITs.  Having the two functions (management of resource use and
threading of concurent jobs) based on the same abstraction (queue) is
highly desirable from an administration standpoint.
 
My question is does the same software that makes judgement calls on the
workload queues (tracking CPU use, limiting access to the cpu, etc) have
to make the decision about job introduction?  Bill makes it sound as if
the dispatcher controls both actions (I was under the impression that
was not the case).  If it is, could it be broken apart?
 
I understand there are 3rd party products for controlling the threading
action, but I would prefer job control logic to be integrated in the
OS.
