Bruce,

the main disgrace is, that the DA gave a drug-dealer twice immunity.
The second disgrace is on the border-patrol for firing 15rounds with only 1 hit.
The third disgrace is, that that hit wan't even fatal.
and now the drug-dealer is suing for $5mio. very clever. he'll probably get it 
too.

Now, giving them 11 and 12 years is more than harsh. 
You can get less for murder.
==> Better weapon training and hitting the target might be usefull.

There is so much to be fixed when these 8 disastrous years are over.
