Now I'm not trying to be a smart-ass, but before we are told that because
the terrorist are no match (for the U.S., Israelis, Russia, etc.), we must
understand and accept that they will become "carnage hawks" (car bombs,
suicide bombs, DC-9s, etc.).  Who decides when is it OK to be a "carnage
hawk" and by what factors?

This question is genuine and not an attempt to irritate.
