You could write an HP32201'USERCOMMAND procedure as per info in chapter 6-3 of the EDIT/3000 Reference manual. Although the example shown in chapter 6-5 is in SPL it should be possible to use Pascal or COBOL to do it.
Check for any entered command (held in the procedures first parameter) with a leading colon (:), replace the command with spaces and output the message "* 1*INVALID COMMAND NAME" (as displayed for any other invalid EDIT/3000 command).
Back in the 80's I used this procedure to add loads of other commands to EDIT/3000.
