It looks like what you want to do is use buildparms in your put or send
command line, from your non-mpe box, to create a message file with the
attributes you want. I believe that the defaults are in BLDSAMP.ARPA.SYS,
which has more information, including the format for ASCII, binary, and
bytestream files, none of which are what you want. But it is a starting
point. For instance,
send foobar.bin FOOBAR;REC=128,,F,BINARY;DISC=204800
gives you a binary file with attributes much as you would see them in a
BUILD command. You can try adapting this for the attributes of a message
file.

Also, if the message file already exists, you might be able to APPEND to it,
accepting the existing attributes, and simply populating it.
