The SAF/3000 package has quite a versatile set of features for providing
granular access control to all types of files on the system, hence the
additional $$. It is similar to ACF2 security on large mainframe systems so
if your auditors are from that environment, they could more easily
understand this form of security on an HP. (I've found HP's normal security
*quite* difficult for IBM-based auditors to understand...)

I don't recall whether SECURITY/3000 from Vesoft provides the same level of
file access control or not.  The last I heard SAF/3000 was also adding
features to expand access to spoolfiles so one did not have to have special
capabilities or the owner to view spoolfiles... control could be expanded by
adding file access 'rules' for the spoolfiles.  So if more robust file
security is in your future

Would suggest you contact the particular vendors to find out about their
latest set of capabilities.
