The upper and lower limits can be set using the SETCOUNTER command.  I
think on MPE you have to reset them after system reboot.  

e.g.  If you only want 4-digit job and session numbers : 

SETCOUNTER COUNTER=SESSNUM;base=1;max=9999
SETCOUNTER COUNTER=JOBNUM;base=1;max=9999

On MPUX (from Ordina) which we migrated to many years ago,  these limits
remain in place after a reboot.
