Each user defined job queue has its own limit, and this limit
can be greater than the system global limit.  However, the system
global limit cannot be exceeded by the sum of all executing jobs
across all job queues.

I don't think an executing job counts against the user limit, unless
the job opens up a terminal.  Maybe I am remembering this wrong...
