hi all!

an sr has been opened with hp to fix various short-comings
with devctrl/devtool.  the sr number is: JAGad43307.  if you
use devctrl and would like to see things like
 - usage opened to 'op' users
 - device status reporting (i believe this was a sib item
(or at least a sysman ballot item))
 - improved dlt handling
 - external status reporting (jcws, ci variables)
added/fixed, then give the rc a call and lend your 'voice'
