I've written *volumes* on this topic since the 5.0 release, refer to the
archives.  You cannot do anything (much) about it other than to consider
a 3rd party disc space manager.  <PLUG> I use DBGeneral's Disk space
management product from Bradmark </PLUG>.  This "enhancement" to MPE can
impact performance if it leads to fragmentation on the system volumes,
and affects Posix applications that fork().  I would like to see two
things addressed to fix this:
 
* Only restrict permanent space on ldev 1.  Don't restrict transient space
  by the same "enhanced" rules, and
* Remove the requirement that the permanent+transient allocation percentage
  *must* be 100% or greater.  When you force loadings up to 100% it only
  serves to aggravate fragmentation.
 
To my knowledge nothing has been done other than an SR filed on the Posix
fork() issue which was a side effect of the fundamental problem.  The items
above have not yet been addressed.
