Best tool, I found for SD format file is "Schema Editor" come with Minisoft ODBC/32.

It recognize SD format file and Quiz subfile in HP3000 side, and connect data into Win/XX Clients.
 
In WIN/XX side, such as, MS Access program can be directly attached those type of files on HP3000 by ODBC connection.

Then GUI interface run on WIN/XX can be browse, view and print data on  
HP 3000 SD type files (without programming).
