Yes.  It's part of Allbase and Image/SQL as of, I believe, 6.0 Express 1.
Assuming you got a SUBSYS tape with your 6.0 Express 1 (or later) release,
and you have either Image/SQL (not just TurboImage) or Allbase on your
support contract, then you should have the files in the JDBC.SYS group.
There should be a README file that tells you how to install and configure
it.

HP's JDBC does not involve ODBC AFAIK, but it does go through the SQL
interface to Image rather than direct to Image.  I believe that there are
one or two 3rd party JDBC implementations for the 3000 which talk directly
to Image.
