Also, my original problem was that writing to an external FTP server was
very slow, whilst reading FROM that same external server performed at an
acceptable speed.   Surely changin the parameters below would affect
both read and write times ?

James,
Does setting the lower bound lower than the initial retransmission
interval accomplish anything?  I was under the impression that the first
retransmission of a packet uses the initial interval, and the intervals
grow longer after that.  Am I mistaken?

The TCP timer settings I use to connect to 3000's from Comcast cable and

then VPN into HP's network to talk to 3000's is:

Path:  NETXPORT.GPROT.TCP

[Y]       Checksum Enabled (Y For Yes, N For No)

[4096 ]   Maximum Number of Connections

[1  ]     Retransmission Interval Lower Bound (Secs)
[360  ]   Maximum Time to Wait For Remote Response (Sec)
[2  ]     Initial Retransmission Interval (Secs)
[8  ]     Maximum Retransmissions per Packet

[600  ]   Connection Assurance Interval (Secs)
[4  ]     Maximum Connection Assurance Retransmissions

File:  NMCONFIG.PUB.SYS

The "Retransmission Interval Lower Bound " of [1] gives me the best
performance in cases where single retransmissions are necessary and the
"Maximum Retransmissions per Packet" of [8] gives me the enough
retransmissions to successfully keep a TCP connection going over a
network that is not consistent in it's performance or quality
characteristics!
