From what I was able to hack from the WINMAIL.DAT file, this appears to be a response indicating that the recipient has not received the mail yet.  Maybe a 30 day re-notify timer on the original message?

This is quite frightening when people who must work on HP-3000's or related superior hardware and software cant even get e-mail to work. This is not the first message to arrive like this with the same subject.
Maybe Im the only one, but I dont think so.
