If you download and install Perl from
http://jazz.external.hp.com/src/hp_freeware/perl/, the permissions should be
set correctly to allow any user to run Perl.
It looks like you were fairly comprehensive during your phone coversation, but
you do need to verify file/directory permissions for all PERL.PUB.PERL
libraries listed by VERSION.
