So after finding that India and Pakistan are immune to its
nuclear blackmail, USA is now putting its hope that  India
and Pakistan may not have delivery systems for their nuclear
weapons!! This is surely a far cry from the super power
status it enjoyed only a few years back!!

In any case I don't think it is the intention or the design that
India builds the delivery system for its nuclear capability.
As I see it, India as the father and a "female nation"
as the mother will be responsible for the creation and birth
of the new world.
