There is a standard tool on Unix which is called "iconv", (try "man 
iconv" to get more information).  It can convert between lots of 
formats, and ebcdic/ascii is one combination. Mind you, there is no such 
thing as "the" ebcdic. Especially the values for umlauts / accented 
chars are (just as with ascii) not really defined. Most Unices' iconv 
allow to choose between many ebcdic dialects, again see man pages for 
more details. Also I have a small C source code that does the conversion 
in-file to out-file, and contains a full conversion code table, which 
you could adapt if needed/wanted.  Let me know if you want it.
