The "054" in your IP address indicates the address is specified in OCTAL.
Rather than connecting to 198.47.100.54 as you intended, the spooler is in
reality attempting to connect to 198.47.100.44. Remove the leading zero in
the fourth octet of the IP address and restart the spooler.
