I'm also a groupwise user (5.5) 

I think you'll find I send these %20 characters too !

I've sent a few emails off-list to help resolve a problem. The problem occurs for some of us on the list, where a post sent to the list ends up having equal signs and %20 characters appended to the ends of lines in the post. I have been informed that most of the problems are coming from GroupWise email clients. That's not to say that GroupWise is the problem, but could be part of it. I think we have three other GroupWise users on the list, beside myself, that are related to this problem.  If anybody has any info related to this, or would like to help by sending test msg's, please reply.
