If by "manufacture" you mean "produce, market, distribute and support",
then: Yes.
However, you will probably find that "their top selling printer" is just
one of many models which together make up the bulk of their revenue; and
more importantly, keeping up with which models are selling lots of
cartridges is already a quickly moving target, one that would get much
harder to follow if HP starts making engineering changes aimed to making
life difficult for competitors in this revenue stream.
I hate to make predictions that I would loathe coming true, but: It
wouldn't surprise me someday to see a license agreement with a printer
(or other device) that says the purchaser/owner may *only* use
"approved" consumables in the device.
Now that I think about it, I wouldn't be surprised if there are already
devices with such restrictive licenses on the market, though I can't
think of one offhand.
