So do I. Could you please tell me what version of HourGlass you're using?
Would you be able to add a :SHOWCLOCK command in your job immediately
before the :STREAM command that does the relative scheduling? It would be
interesting to see if the job is truly executing at the time you think it
is.
FWIW, I just added the following to my HGCONFIG file:
hgtest,@.barry,@ @[log in to unmask]@ @ DELTA * 12 HOURS
Then I streamed the following job at 1:15 PM on June 30...

job had issued the STREAM command:

You can see that the scheduled time is exactly one hour after the "virtual"
STREAM time of 1:15 AM, July 1. In short, everything is working as
expected, so there must be something else going on at your site that you
haven't told us.
We'll probably need more information to diagnose the problem... Can you
make the change to the job stream that I suggested above? Also, can you
send us your complete HGCONFIG file? In addition, can you send the job
cards from the affected jobs? (job card = lines beginning with "!JOB...",
usually the first line in the job stream file) Send the information
directly to me if you don't think the entire 3000-L would be interested.
