It's brutally ugly to obtain network interface configuration information such
as IP address and subnet mask through standard Unix-like interfaces.

Even though you won't find it documented in any MPE manual, some ioctl() calls
do exist for doing this.  NTP is the only thing I've ever seen that attempts
this, and if you want to see the hideously ugly details, download NTP 4.1.0
from http://jazz.external.hp.com/src/hp_freeware/ntp/ and look in ntp_io.c
(IIRC).
