A "google" search of "removing content password from internet explorer" hit
the following links:

Q155609 - Cannot Remove a Forgotten Internet Explorer Ratings
[microsoft's article that "claims" their passwords are unbreakable, so their
technicians can't help you]

the next link, however, is a little more helpful:
http://www.onecomputerguy.com/ie_tips.htm

the third "tip" reads as follows:

Forgotten the Content Advisor Password
Added 6/18/00

If you set a password for the Content Advisor and can't remember it,
the following steps will help you remove it:

Start Regedit
Go to H_KEY_LOCAL_MACHINE/Software/Microsoft/Windows/Current
Version/Policies/Ratings
Delete the entry called Key

In other words, why bother picking the lock if the bolts holding the lock to
the door can be unscrewed?
