We've done a bit of experimenting with SQL Server 7.0 Linked
Servers and DTS working against Image/SQL databases.
The results are not heartening.

Linked Servers are a great idea but don't even work properly with
SQL Server 6.5.
DTS is much more stable, it seems, but is multi-threaded, and
ODBCLink/SE is single.  There is an option in DTS to set actions
to run on the main thread, so this may work, but the best approach
would be to upgrade to a multi-thread ODBC driver on your HP3000.
